Traffic-signal-related Wi-Fi APs?

In my drives here in PHX, I see a lot of multi-antenna boxes atop traffic signals at major intersections, and often in the 1/2 mile minor intersections as well. I have heard that perhaps it's a mesh network deployed by the city to allow them to do traffic signal control and preemption on a relatively fine scale.
In my wardrives, I see mac addresses (using IEEE OUI lookup) which correspond to Tropos, Aerohive, and other higher-end companies, and especially around these intersections. These might be related to the boxes on the poles.
Anyone else seeing those things in their towns?
