Your running into APs that don't always use the same channels (1-14). I don't have the complete information right in front of me but 802.11 is licensed a bit differently around the world. There are five (5) regions:
Region A: The Americas (1-11)
Region B: Western Europe (1-13) France (10-13 ...

Heres a quick and handy guide to the behind the scenes of Google Street View. I can say that I have seen two 'Google Cars' roaming around, street by street. Its an oddity to see one once - twice?

Garmin seems to use a baud rate of 9600 not the default 4800. I haven't tried working with the Garmin product yet but a quick Google search comes up numerous examples of other software needing a change of baud rate as well.
